Harteck was picked up by US forces in the closing days of the 7

war and shortly after V-E-day was sent to England with other German

personnel, At this time he was described as a very charming personality

who appeared to be interested only in his research work 4/ and never —-- -

caused any trouble,

Although Harteck has been repeatedly referred to as politically |

indifferent, 2/, 6/, 7/ a report dated prior to V-F day describes him -

as a weak character personally.unreliable, very ambitious, self-centered, |

and although not interested in politics, Joined the Nazi Party for oppor- ag

tunistic reasons, 13/7.

Based on a-surveyof his prewar work only, Harteck was rated by ~

U.S. sources at the beginning of the war, as fairly high in his field

8/ A further indication of Harteck's importance is shown in a report that

stated in 1943 a meeting was called by Mr. Speer, German Minister of Arma-

ment and War Production, and Harteck was one of the scientists invited to

attend. 9/ Later in February 1945 he was given a very high rating, 0/__

and considered by-US scientists to be a valusble man, 6/ A more recen'

report, however, describes Harteck as a man of erratic energy, . and High”

intelligent, but not giving evidence of fulfilling in maturity_the great __

promise of his earlier_days. .11/ It has been stated that-he might con=

ceivably be of value to the US or the United Kingdom if his perhaps latent

had been working on-methods of isotope separation by taking advantage of =

different diffision rates and his first pride was a great double centri-

Dr, Hermann Béuthe was the German wartime Deputy Director, under

Esm, of nuclear phsycis research of the Reichsforscimngsrat (RRR

National Research Council) and the Director of the Physikalisches) 0

Nechnisches Reichsanstalt (PTR —- German Burem of Standards). 2/0

Politically @ Nazi Party member, Beuthe was an-officer both in

the SS (SS No. 15403) and in the SD (Sicherheitsdienst_— the Security _

Service — comparable to our Counter Intelligence Corps) with the rank _

of "“Hept Sturmfiehrer" (Captain) es early as April 1940. 2/

ANALYST 'S COMMENT — Thia rank indicates that Beuthe_was_e member o

the Elite Guard and with that early date of rank it is-probable that hé

had sdvanced considerably through the renke by V-E Dey.

As Director of the PTR, Baithe was connected with both betatron and

cyclotorn design in Merch 1943 and as Esmi's Deputy he was—fanilier wi ee

all phases of German_nuclesar research and was particularly interested

atomic pile research in February 1944. 1/ i

Scientifically, Beithe was given very high rating by U.S. forces in

the closing days of the war, This rating, however, was made more for his

overall knowledge of the German stomic energy project than for his scien-

tific preeminence, 3/ Since that time he has been described as an undis-

tinguished, though competent, physicist, 4/ and it has been stated that :

his value to the Germans was a8 an-organizer and informer_rather_than_as

a scientist. 5/ -

Dr. Walther Bothe, world famous German nuclear physicist 1/, was last

reported as Director of the Physics Institute of the Kaiser Wilhelm Institute for

Medical Research at Heidelberg. 2/ '

Bothe, whose father wos_a business man, has been married since 1926 to

the dmghter of a Russian emigrant, He attended the Gymasiun, grahiated TS peas ad

and later studied physics at the University of Berlin where he received -

his Fh.D. in 1914, Bothe then became an aseietant at the PIR (Physikalisch-

Technische-Reichsanstalt) in taney ani in 1929 became Director of the =

Department of Radio-Activity there. During this period Bothe also was | —_

an Instructor at the University of Berlin (1925) and an assistant Professor

at the same university (2929). 3) From 1930 to 1932 he was a fall professor...

at the University of Giessen and from 1932 to 1934 held a similar position ==»

at the University of Heidelberg. 5/ He lost his professorehip there in

1934 when that school became a Nazi stronghold. Instead he got a post _ .

at the Kaiser Wilhelm Institute for Medical Research, ald located in

Eeidelberg, where party policies did not have such a strong pigeons __

Bothe held the position of Director of the Physics Inctitute of the K :

at Hefdelberg until the end of the war. 5/ _

He was yictured by an informant in 1944 as a typical German professor

in habits and appearence. Bald, pink-faced, mustached, five foot, seven —

inches in height end of medium build, Bothe was described as intelligent,

honest, very emotional and benevolent. He dressed conservatively in dull

suits, straight ties and high stiff collars, Possessing a genial personality, =

Bothe emakes cigars but does not drink, enjoys playing the piano and has

POTHE, Dr. Walther

Politically Bothe was a loyal German but never a Nazi, 7/ His

anti Nazi sympathies have been repeatedly reported 3/, 7/, 8/.9/ end he

intervened very couregeously in favor of his colleagues in occupied

countries when they were in trouble with the German mthorities. When ~ —— ~

Langevin, Borel, Cotton and Lapique were arrested by. the Gestapo in Paris,

he rushed to that city_and obtained their release, According to one infor-

mant it is due to a fairly large extent to him that a part of the European Fea REE SS

scientists who were disliked by the Nazis could be saved.-

Scientifically Dr. Bothe was rated during the war at the very top of Et AS 2,

physics research for a long time, In 1921 he joined H. Geiger in the Depert- —

ment of Radio-Activity in the PIR working on joint snalysis of Compton effect

and coincidence time of scattering quantum and scattering electron, - Bothe

succeeded Geiger as Director of that Department and in 1929 or 1930 he dise

covered the artifical nuclear gamma radiation emanating especially from Li,

Be, B as a result of the irradiation of the elements by alpha particles from

Po. 4/ A specialist in the Neld of optics, radiology, cosmic rays-and biolo= ~~~

its Practical Application", (undated but probably 1942). stated "Experiments

to date make it seom very probable that the uranium machine will work. tits

Its principal advantage will be that the fuel" will be consumed only _

very slowly, Thus it will de possible to give a ships... avery

great cruising radius .... At the moment it seans less-likely that the

uranium machine can be used as an effective bomb". 10/ :

He has publiehed about thirty-five papers on nuclear physics and —

collaborated on-some of these with Prof. Bothe, Wolfgang Gentner and

Worline, 3/ (See attached list of articles.)

Fleischmann left the U.S. early in 1946 12/,and bas held the chair

of Physice in the University of Hamburg since May 1947. Uf

HOUTERMANNS, Fritz, G.

with the German nuclear physics project was not great although he

was in close contact with von Weizsacker and von Ardenne and worked

with the latter on a cyclotron,

In 1941 Houtermanns wrote a long and detailed evaluation of the

quality, political inclination and present situation of physicists,

engineers and technically trained helpers in the USSR, based on

his personal observations, He made two trips to Kiev and Kharkov

in 1941 in the service of the RIM for the purpose of taking over

research institutions, 4/ Houtermanns' official position during =

the war wes with the PTR (German Bureeu of Standards) at Ronneturg, -

Thuringen where he worked with counter-tubes, 2/

Politically, Houtermanns at the time of his departure from

Gottingen in 1933 was-inclined toward Commnist trends, This view,

however, was soon changed due to his imprisonment as a foreign -

suspect and other unpleasant experiences whils in Russia prior to... __

1940, 5/ His-request to the Russians not to be returned to Germany ;

indicates his anti-Nazi sympathies, 6/ In 1945 Houteritanns, in an

interview with a representative of the U.S., stated he believed that

Russia has not absndoriéd her desire of creating world-wide Communism,

A criterion of the sincerity of any nation, Houtermanns believes, _

can be established by the insist on the pert of the U.N, that _ a

each member nation ellow its citizens to enigrate freely. He believes

that a nation refusing this right to its citizens cannot be_ trusted a

and that the U.N, can still force Russia to adopt this rule, Yoo

Scientifically, opinions on Houtermanns differ. A technical

interrogator in 1945, appraised hig @S possessing information which

was unreliable and opinions which were immature, 3/ An equally

reliable source indicated that this sppraisal, should be discounted,

Houtermanns wes stated to be the first man in Germany to propose _

fissionability of plutonium and wrote several memoranda on the subject

but little attention was paid to him in Germany. 6/

The Interference begins with a patent. US3951134, filed in 1974, describes a device for remotely monitoring and altering human brain waves without physical contact. The patent is real. The USPTO granted it.

What precedes that patent is a documented institutional record. In 1960, the CIA funded MKUltra Subproject 119 at Texas Christian University. The stated objective included techniques of activation of the human organism by remote electronic means. The contractor was unwitting. The budget was $6,370. Sidney Gottlieb signed off. In 1952, an ARTICHOKE field team produced total amnesia in two overseas subjects held in a guarded safehouse with eyes taped shut in transit. Their dispositions after the operation were outside the team's responsibility. In 1963, the CIA Inspector General recommended termination of unwitting testing on American citizens. The program ran for another decade. In 1983, a U.S. Army Intelligence report filed in the CIA's STARGATE collection treated the brain as an electromagnetic organ that could be entrained to external frequencies. Not as theory. As established fact.

The Colonial Authority in The Interference is what that timeline produces if you follow it forward rather than stop at the declassified record. The mesh program James Harlan carries inside his skull is built on the physics in these documents. The fiction begins exactly where the public record stops answering questions.
