Nothing here was leaked or stolen. The documents were always there. This book reads them in order, from 1942 to the present, so the pattern that runs underneath eighty years of American secrecy becomes visible on the page the way it became visible in the record.

“Every factual claim in this book traces to one of two kinds of source. The first is a primary document, a government record created by the institution it describes. Where the record is contested, the contest appears on the page. Quotations from documents are short, exact, and cited to their sources. Nothing is dramatized beyond what the record supports. The documents were always there. What follows is what they say, in the order it happened.”
