From the July 3, 1952 Artichoke Cases report, CIA FOIA document 12884836: two subjects held at a guarded overseas safehouse, transported with eyes taped shut and wearing dark glasses, are subjected to hypnosis and sodium pentothal administration over a two-week operational window. In Case 1, total amnesia is produced in the professional opinion of the team. In Case 2, total amnesia is produced on the second day following further sodium pentothal and Desoxyn administration. The report further recommends that CIA overseas offices maintain a windowless ambulance or delivery truck as standard equipment for transporting future subjects without risk of observation from outside or by the subjects themselves.

The August 28, 1956 COINTELPRO authorization memo, in Hoover’s own language, transcribed on this site’s COINTELPRO primary documents page: The purpose of this program is to expose, disrupt, misdirect, discredit, or otherwise neutralize. The program’s documented techniques included the snitch jacket, deliberately making genuine members of a targeted organization appear to be informants to their own colleagues, fabricated correspondence sent to spouses and employers, forged organizational documents, and anonymous tips to landlords and employers designed to isolate targets through manufactured suspicion within their own communities.

The Church Committee’s subsequent finding, from Book III of its Final Report: at least one proposed COINTELPRO operation was intended to expose a target to public embarrassment in order to undermine his position as a movement leader. 295 separate COINTELPRO actions against a single target and organization are documented in the Committee’s own count.

In 1963, a Kremlin edict apparently gave top priority to biological research, which in Russia includes parapsychology. The major impetus behind the Soviet drive to harness the possible capabilities of telepathic communication, telekinetics, and bionics is said to come from the Soviet military and the KGB.

The report states the USSR was operating twenty or more centers for the study of parapsychological phenomena, with an annual budget estimated in 1967 at over 12 million rubles, and reported to be as high as 21 million dollars. This is a formal American intelligence agency treating a rival state’s psychic and behavioral research program as a credible weapons priority requiring classified assessment.

A declassified US Army intelligence training document describes, in its own words, an expected encounter with hostile lower-energy entities during consciousness projection, and issues a formal protective countermeasure against them.
