Get the book →We assess it is unlikely that a foreign actor, including Russia, is conducting a sustained, worldwide campaign harming U.S. personnel with a weapon or mechanism. A majority of reviewed cases can be reasonably explained by medical conditions or environmental and technical factors, including previously undiagnosed illnesses.
Some researchers, including in a 2020 report from the National Academy of Sciences, have said a microwave device or weapon using pulsed directed energy was the most probable cause.
A CIA Subcommittee report criticized the intelligence community for thwarting congressional investigation and said there was direct evidence that a 2023 assessment was developed in a manner inconsistent with analytic integrity.
Rep. Rick Crawford, the current chairman of the House Permanent Select Committee on Intelligence, committed to further investigation and transparency. Press reporting in October 2025 indicated the committee sent criminal referrals to the Department of Justice, due to potential illegal actions by intelligence officials.
