The Sentient World Simulation: a continuously running mirror of the real world

The document is a concept paper titled Sentient World Simulation (SWS): A Continuously Running Model of the Real World, version 2.0, dated August 22, 2006. It lists a government point of contact, Tony Cerri, an experimentation engineering lead at Joint Forces Command's J9 directorate, and a technical point of contact, Dr. Alok Chaturvedi, a Purdue University professor of information systems and director of Purdue's Synthetic Environment for Analysis and Simulations (SEAS) lab. It was written for internal comment and circulation, not for public release, and surfaced publicly through independent reporting rather than a formal declassification process.

SWS is not a metaphor for a simulation. It is a described piece of government-funded software architecture, built on an existing platform called SEAS, and deployed in a named military exercise, Urban Resolve 2015, before the concept paper itself was written.

The paper's stated goal, in its own words: build a synthetic mirror of the real world with automated continuous calibration with respect to current real-world information, such as major events, opinion polls, demographic statistics, economic reports, and shifts in trends. Unlike a conventional simulation built once to illustrate a phenomenon, SWS was designed to sense, adapt, and react to real events as they happened, updating itself continuously rather than going stale.

The modeling framework organized the world into what the document calls PMESII categories: Political, Military, Economic, Social, Informational, and Infrastructure. Within that framework, the paper describes modeling individuals, organizations, institutions, infrastructures, and geographies simultaneously, at multiple levels of granularity, from a single person up through communities, nations, and the synthetic world as a whole.

Under a section titled Testing, the concept paper states plainly that SWS provides an environment for testing Psychological Operations (PSYOP) and Civil Affairs activities, capable of illustrating the impact of these activities on populations. A separate section on Operations describes the goal as enabling planners to develop and test multiple courses of action to anticipate and shape behaviors of adversaries, neutrals, and partners, and to develop and assess DIME campaigns, DIME being military shorthand for Diplomatic, Informational, Military, and Economic instruments of national power.

The paper also describes a Society of Simulations approach that let the synthetic environment ingest classified intelligence through a data structure called eXtensible Net Assessment, alongside public web-crawled news, opinion polls, and economic data, all continuously fused into one running model.

The concept paper is not describing a future proposal in the abstract. It documents that a version, SWS 0.5, had already been showcased in a JFCOM exercise called Urban Resolve 2015, a synthetic urban warfare scenario combining simulation with real-time human-in-the-loop inputs. Eight parallel SEAS environments ran simultaneously in that exercise, feeding a Tactical Simulation module that used modeled public opinion to estimate a population's willingness to provide human intelligence to occupying forces.

Independent reporting following the paper's public surfacing described the system's scale in blunter terms: models with millions of individual nodes representing hospitals, mosques, and public opinion, capable of simulating the downstream effects of actions like cutting off a country's water supply or staging a coup.

The document establishes that a real four-star US military command, working with a university research lab, funded and built continuously running software designed to model the entire world down to the individual level, explicitly for use in PSYOP testing, course-of-action planning, and behavior forecasting, and that a working version of this system was already in military exercise use as of 2006. This is confirmed government contracting and academic record, not a leak or an unverified claim.

What the document does not establish is anything about the nature of the reality being modeled by that system, or any claim that human beings exist inside a simulation of the kind the Sentient World Simulation itself builds. The paper describes a model of the world constructed by the Pentagon and a university lab. It says nothing about whether the world being modeled is itself a base layer of reality or something else. The gap between the two is the entire subject worth sitting with.
