January's events gave us an opportunity to consider how we can further our efforts to make the equity markets as fair, orderly, and efficient as possible. The extreme volatility in meme stocks in January 2021 tested the capacity and resiliency of our securities markets in a way that few could have anticipated.

GameStop did not experience persistent problems with trades actually clearing.

The SEC questioned whether payment for order flow incentivizes online brokers to incorporate game-like features into their apps to increase customer trading. Digital engagement practices and payment for order flow are areas of market structure and our regulatory framework identified for potential study and additional consideration.

Forces that may cause a brokerage to restrict trading; digital engagement practices and payment for order flow; trading in dark pools and wholesalers; and the market dynamics of short selling.

This report should have been an anodyne report on the events of earlier this year and, if evident from the data, an assessment of the causes of those events. We have seen no evidence that payment for order flow or off-exchange trading caused the meme-stock frenzy.
