This education could be accomplished by mass media such as television, motion pictures, and popular articles. Business clubs, schools, and even the Disney corporation should be enlisted in the effort.
The evidence presented on Unidentified Flying Objects shows no indication that these phenomena constitute a direct physical threat to national security.
The Panel further recommends that the national security agencies institute a policy of debunking, and that such civilian UFO groups as the Civilian Flying Saucer Investigators in Los Angeles and the Aerial Phenomena Research Organization in Wisconsin be watched because of the apparent irresponsibility and the possible use of such groups for subversive purposes.
