Replicator initiative: full program record

Help the United States overcome the Chinese military's advantage in mass: more ships, more missiles, more forces. Replicator's first line of effort is to field all-domain, attritable autonomous systems, low-cost systems with which DOD tolerates a greater degree of risk of system loss.

Together, these critical software enablers will enable so-called heterogeneous collaboration between different Replicator systems, and lay the foundation for the Department's broader push toward collaborative autonomy, including operation in communications and GNSS-denied environments.

Despite officials' assertions, the Congressional Research Service points out that only hundreds rather than thousands of these systems materialized by the August 2025 target date. A Pentagon Inspector General investigation, announced in July 2024, is reviewing the program's technical, schedule, and cost risk.
