Princeton PEAR Lab: 28 years of consciousness research the CIA was watching
In June 1979 Robert G. Jahn, then Dean of the School of Engineering and Applied Science at Princeton University and head of a NASA-funded electric propulsion research program, opened a laboratory to study whether human consciousness could affect physical systems. The Princeton Engineering Anomalies Research Lab ran for 28 years, accumulating millions of experimental trials across dozens of protocols. Its core experiment tested whether a person concentrating on an electronic random event generator could shift its output in a statistically measurable direction. Over 28 years, it could. The composite probability against chance across the formal replication series was p = 2.2 x 10 to the negative sixth power, meaning roughly one in 450,000 against a chance explanation. The lab published everything: 55 technical notes, peer-reviewed papers, and full data sets. Simultaneously, the CIA's classified STARGATE program was investigating the same question using the same basic protocol in a classified facility. The DIA had formally concluded in 1972 that the Soviet Union was spending $21 million annually on identical research as a weapons program. PEAR worked in the open. The government worked in secret. They were asking the same question.

Robert G. Jahn was not a fringe researcher. He was the Dean of Princeton's School of Engineering and Applied Science when he opened the PEAR Lab in 1979, and he simultaneously headed a NASA-funded program researching electric propulsion systems for spacecraft. He opened the lab after an undergraduate student asked to sponsor an independent study attempting to replicate earlier consciousness-machine interaction findings. Jahn reviewed the existing research and concluded the question deserved rigorous investigation.
Brenda Dunne, a developmental psychologist from the University of Chicago, served as laboratory manager. The lab maintained a full-time staff of half a dozen scientists and numerous visiting researchers throughout its 28-year history. This was not a hobby project or an underfunded curiosity. It was a sustained, properly staffed research program at an elite engineering institution, producing peer-reviewed publications and maintaining complete data transparency.
The lab's primary experiment used electronic random event generators, devices producing truly random binary sequences at a rate of one trial per second. A human operator sat before the device and concentrated on shifting the output in a specified direction, either higher or lower than the theoretical mean. No physical interaction with the device was permitted or possible. The question was purely whether mental intention produced a statistically detectable shift in a random physical process.
Over millions of trials across the formal replication series, the answer was that it did. The composite probability against chance for the resonant subset, trials in which the operator and the device were in the same location, was p = 2.2 x 10 to the negative sixth power. That figure means the observed deviation from chance had a probability of occurring randomly of approximately one in 450,000. The mundane subset, trials with no intentional influence, produced p = 0.91, consistent with chance, confirming the experimental controls were functioning correctly.
The lab also conducted remote perception experiments, testing whether individuals could acquire information about distant physical locations without conventional sensory access, the same protocol the CIA's operational remote viewers were using simultaneously in classified settings.
While PEAR was running open academic research at Princeton, the CIA's STARGATE program was running classified versions of essentially identical protocols at Stanford Research Institute and later at other facilities. Both programs asked whether human consciousness could acquire information about distant locations (remote perception at PEAR; remote viewing at STARGATE) and whether conscious intention could influence physical systems (the REG experiments at PEAR; the photon detection experiment in the STARGATE archive).
PEAR published every result. STARGATE classified them. When the CIA's program ended in 1995 following a government evaluation, the evaluators reviewed 23 years of classified research alongside the academic literature that PEAR represented. The PEAR Lab closed in 2007, two years after publishing its final summary paper.
The DIA's 1972 classified assessment, "Controlled Offensive Behavior USSR," concluded that the Soviet Union was operating 20 or more research centers studying the same category of consciousness-machine and consciousness-consciousness phenomena, with an annual budget estimated at $21 million. The Soviet program was run under KGB oversight and treated as an offensive weapons development priority.
Princeton's PEAR Lab, the CIA's STARGATE program, and the Soviet biocommunications program were all investigating the same core question from different institutional positions during the same decades. One was an open academic program that published everything. One was a classified American intelligence program that withheld everything. One was a Soviet weapons program that treated the question as a national security asset. All three reached similar conclusions about the statistical reality of the phenomena they were testing.
