From 1967 to 1972, US aircraft flew more than 2,600 real, documented cloud-seeding missions over Laos and Vietnam, releasing silver iodide into monsoon clouds to extend the rainy season and turn the Ho Chi Minh Trail to mud. Operation Popeye was approved by President Johnson, run out of the Pentagon and White House, and kept so tightly held that Secretary of Defense Melvin Laird himself denied it to Congress in 1972, only for a 1974 Senate hearing to reveal he had been telling the truth as he understood it. He had been kept out of the loop on his own department's program.

WC-130 aircraft flying out of Udorn Royal Thai Air Force Base released silver iodide and lead iodide flares into moisture-heavy monsoon clouds over the Ho Chi Minh Trail. The stated military objective was straightforward: extend the monsoon season by 30 to 60 days, softening roads, triggering landslides, and flooding river crossings to slow North Vietnamese troop and supply movement. The Pentagon later confirmed roughly 2,602 missions and $21.6 million spent over the program's five-year run.

Journalist Jack Anderson first exposed the program in a 1971 column based on a leaked 1967 Joint Chiefs of Staff memo. When Senator Claiborne Pell pressed the Pentagon for details, the Defense Department initially refused to answer, citing national security. Secretary Laird then testified to Congress in April 1972 that the US had never engaged in weather modification over Vietnam, a statement that turned out to be false only because the compartmentalized program had kept even the Secretary of Defense from knowing its full scope. The full picture only emerged in classified 1974 Senate testimony.

This establishes that the United States government ran a real, multi-year, presidentially approved military program deliberately altering weather patterns as a tactic of war, and that this fact was formally confirmed in sworn Senate testimony after years of official denial. This directly led to the 1977 Environmental Modification Convention, an international treaty banning hostile weather modification, which the United States itself signed. This is confirmed by the Pentagon's own testimony to the Senate Foreign Relations Committee.

What this does not establish is that weather modification technology today operates anywhere near the scale modern conspiracy theories about hurricanes or wildfires often claim. Operation Popeye achieved a measurable but modest and localized rainfall increase using techniques that remain far short of controlling large weather systems; it is real evidence that governments have weaponized weather at a small tactical scale, not evidence of the sweeping capabilities sometimes attributed to it online.
