This is the entirety of what the Congressional Record formally confirms about Immaculate Constellation: a report was submitted, by a sitting member of Congress, to an official congressional hearing, under the title "Report, Pentagon, 'Immaculate Constellation'." The report itself , the 12-page whistleblower brief , is available through docs.house.gov as part of the hearing record. The Congressional Record does not confirm the program exists. It confirms the allegation was formally entered into the record of the U.S. House of Representatives.

Statement by Pentagon spokesperson Sue Gough to NewsNation. Issued November 12, 2024, the day before the Immaculate Constellation report was submitted to the Congressional Record.
The Department of Defense has no record, present or historical, of any type of SAP called "IMMACULATE CONSTELLATION."
The denial addresses whether a Special Access Program bearing that exact name exists in DoD records. It does not address whether a program with the alleged capabilities exists under a different name or under an unacknowledged structure that would not appear in searchable records. Unacknowledged Special Access Programs are programs whose existence is not officially confirmed. A spokesperson's denial that a SAP by a given name exists in DoD records is, as a matter of how USAPs operate, consistent with both the program existing and not existing. The denial is in the public record. So is the congressional submission of the report. Both are primary source documents.

GALLAUDET: Yes. I received an email , along with all the commanders of Fleet Forces , regarding a Special Access Program. The director of Fleet Forces subsequently realized that he could not share that information with the recipients of that email.
Therefore, the day after I and all the commanders of Fleet Forces received the email, the email was wiped from our accounts, and no one talked about it. [...]
GALLAUDET: We're being visited by non-human intelligence with technology we really don't understand. This is not conjecture. This is based on credible testimony from people who have served honorably in our military and intelligence community. The public deserves to know. [...]
The wiped email is significant for what it documents structurally: a communication about a Special Access Program was sent to senior naval commanders and then retroactively erased. This is not an allegation about UFOs. It is sworn testimony by a retired four-star-equivalent naval officer about an operational information management event. What the email contained is unknown. That it was sent and then wiped is in the congressional record under oath.

SHELLENBERGER: The database addressing human experiences when dealing with UAPs is very large. The effects on people range from physiological to psychological. This is an area the program has apparently been tracking extensively. [...]

The public record confirms: a named whistleblower (Matthew Brown) submitted a report to Congress naming a specific Pentagon program (Immaculate Constellation) with specific alleged capabilities; that report is in the Congressional Record under the official entry "Report, Pentagon, 'Immaculate Constellation'; submitted by Rep. Mace"; the Pentagon denied the program exists by the named SAP designation; two former senior officials testified under oath that UAP programs exist, that the U.S. possesses UAP technologies, and that information about those programs has been managed to limit congressional access; a retired Navy Rear Admiral testified under oath that a SAP-related email was wiped from his account and the accounts of all Fleet Forces commanders the day after it was sent; and a journalist testified that per the whistleblower report the program is held at the White House.
What the record does not establish: that Immaculate Constellation exists by that name; that the specific capabilities described in the 12-page report are accurate; that UAP technologies are of non-human origin; or that the congressional testimony of Elizondo and Gallaudet describes programs related to Immaculate Constellation specifically. The testimony and the report are separate primary sources that arrived at the same congressional hearing on the same day. Their connection, if any, is not established in the public record.
