The NSA's own historian concluded the attack that started the Vietnam War never happened
On August 4, 1964, the USS Maddox and USS Turner Joy reported a torpedo attack by North Vietnamese patrol boats in the Gulf of Tonkin. Congress passed the Gulf of Tonkin Resolution three days later, 416 to 0 in the House, authorizing the war that followed. NSA historian Robert J. Hanyok's internal study, written in 2001 and declassified in 2005, concludes plainly that the August 4 attack did not occur, and that the signals intelligence used to convince President Johnson and Congress otherwise was deliberately misrepresented as it moved up the chain of command.

The August 4 "second attack" is a different matter entirely. Hanyok's analysis found the radar and sonar contacts reported that night were false, most likely storm interference and overeager watch crews, not enemy vessels. Pilot James Stockdale, flying cover overhead that night, later stated plainly that no pilot debriefed afterward reported seeing any boats. President Johnson himself, caught on tape, was blunter: "Hell, those damn, stupid sailors were just shooting at flying fish."
Hanyok's real finding goes further than confusion in the fog of war. He concluded that midlevel NSA officials discovered the error almost immediately, then altered documents to make it appear the second attack had actually happened, selectively passing along only the intelligence that supported the attack narrative while withholding the reports that contradicted it. As Hanyok put it in his own declassified words, the overwhelming body of reports, if used, would have told the story that no attack occurred.
This establishes that the NSA's own internal historian, writing decades after the fact with full access to the agency's classified archive, formally concluded the intelligence used to justify the Gulf of Tonkin Resolution was inaccurate and misrepresented, and that this conclusion was significant enough that intelligence officials reportedly delayed its public release partly over concerns about comparisons to intelligence used to justify the 2003 Iraq War. This is confirmed by the NSA's own 2005 declassification of Hanyok's study.
What this does not establish with equal certainty is a single, coordinated top-down conspiracy involving President Johnson personally directing the falsification. Hanyok's own account attributes much of the initial distortion to midlevel officials and an institutional unwillingness to bring the president uncertainty he would not welcome, a more complicated picture than a simple lie ordered from the top, though the practical effect, a war authorized on false intelligence, is not in dispute.
