Traversable Wormholes, Stargates, and Negative Energy: the Pentagon paper on engineering shortcuts through spacetime
In 2010, the Defense Intelligence Agency produced a technical report examining whether spacetime itself could be engineered into a shortcut, a traversable wormhole, using General Relativity and known laboratory physics. It was one of 38 Defense Intelligence Reference Documents commissioned under the Pentagon's Advanced Aerospace Weapon System Applications Program, a $22 million effort that ran from 2007 to 2012. The document is unclassified, was released through FOIA, and is hosted directly on the DIA's own reading room server.

It is marked UNCLASSIFIED throughout. The DIA's own administrative note states it is one in a series of advanced technology reports produced in FY 2009 under the Advanced Aerospace Weapon System Applications (AAWSA) Program. Independent reporting has attributed authorship to physicist Dr. Eric Davis of EarthTech International, a contractor to the program; the author field in the released copy itself is redacted under a statutory FOIA exemption.
The AAWSAP contract, run through Bigelow Aerospace Advanced Space Studies (BAASS) at the request of then-Senate Majority Leader Harry Reid, is the same $22 million Pentagon program later associated with the Advanced Aerospace Threat Identification Program (AATIP) and its 2017 public exposure. The DIA released a list of 38 report titles from this program in January 2019 in response to a FOIA request, and released the underlying reports themselves between 2019 and 2022.
The report's summary states its purpose directly: implementation of faster-than-light interstellar travel via traversable wormholes generally requires the engineering of spacetime into very specialized local geometries. Using Einstein's General Theory of Relativity, the paper works through what kind of matter would be required to hold such a geometry open, concluding that it must be exotic matter, meaning matter with negative energy density, a real but poorly understood property that the paper distinguishes carefully from science fiction handwaving.
A specific subtype gets its own section: the stargate solution, a flat-faced traversable wormhole distinct from the spherical throat described in the 1988 academic paper by Kip Thorne and Michael Morris that originated the modern physics of traversable wormholes (itself written, per the DIA report's own citation, as an academic favor to Carl Sagan while he was drafting the novel Contact). The DIA report states a traveler passing through a flat stargate throat would feel no tidal gravitational forces and see no exotic matter threading the throat, simply emerging in a remote region of spacetime, or in another universe entirely.
The bulk of the technical content addresses a specific objection: that negative energy density violates known physical laws and is therefore implausible. The report calls this a spurious issue and spends most of its length cataloguing real, already-demonstrated laboratory sources of negative energy: squeezed quantum vacuum states, the Casimir effect between conducting plates, and gravitationally squeezed electromagnetic zero-point fluctuations. It concludes that negative energy has been produced in the laboratory, citing peer-reviewed experimental physics literature throughout.
What remains unresolved, per the report's own conclusion, is scale: the technology exists to generate minute quantities of negative energy, but not the enormous, sustained, and precisely shaped quantities that General Relativity's equations say would be required to hold a wormhole throat open at any usable size.
This document establishes that the Defense Intelligence Agency formally funded, accepted, and archived a technical assessment concluding that engineering spacetime into a shortcut is a legitimate open physics research question rather than fiction, that a specific class of that shortcut (the flat stargate) has a defined mathematical solution, and that the specific physical ingredient it requires, negative energy, is not a hypothetical concept but a laboratory-demonstrated phenomenon whose scale remains the unsolved engineering problem. This is confirmed by the DIA's own unclassified report, hosted on the agency's own servers.
What it does not establish is that a traversable wormhole or stargate has ever been built, that the DIA or any other agency possesses this capability, or that the report's own recommended next research steps were ever funded or pursued after the AAWSAP contract ended in 2012. The report is a theoretical literature review and forward research agenda, not an operational capability disclosure.
