The CIA document that describes "dimensions both inside and outside the time-space world"
Separate from the well-known 1983 Gateway Process report, the CIA's STARGATE collection contains a companion document titled "THE MONROE INSTITUTE OF APPLIED SCIENCE (M.I.A.S.) SEMINAR," filed as CIA-RDP96-00788R001700220015-5. This document describes the out-of-body state in explicit terms: it states that when a person experiences the out-of-body state, he is, in fact, projecting that eternal spark of consciousness and memory which constitutes the ultimate source of his identity to let it play in and learn from dimensions both inside and outside the time-space world in which his physical component currently enjoys a short period of reality. The same document instructs participants to construct what it calls an energy balloon, a visualized protective field, because it is designed to provide protection against conscious entities possessing lower energy levels which the participant might encounter in the event that he achieves an out-of-body state and projects outside the terrestrial sphere. This document was declassified, with redactions, in 2003 following a FOIA request, and sits inside the same STARGATE archive as the CIA's operational remote viewing program.
The Monroe Institute of Applied Science, founded by Robert Monroe, developed the Hemi-Sync audio technology and the Gateway Experience training program that the CIA's 1983 Analysis and Assessment of Gateway Process report evaluated. The M.I.A.S. Seminar document filed in the CIA's STARGATE collection is a separate, related record describing the actual seminar content and instructional materials used in Gateway training, rather than the analytical assessment of that training.
The document sits within the broader institutional context of Army and CIA interest in the Monroe Institute during the same period. Lieutenant Frederick Holmes Atwater, an officer involved in training for the remote viewing program, met Robert Monroe in 1977 and personally underwent a Gateway session, reporting his first out-of-body experience.
