The purpose was to identify operations that had flap potential, meaning that they could embarrass the Agency or embroil it in controversy.
The resulting 700-page CIA compendium documented unlawful domestic surveillance, wiretapping, mail opening, and detention actions, along with assassination plots against foreign leaders, testing of mind- and behavior-altering drugs on unwitting citizens, and break-ins at the homes of former CIA employees and critics.
Congressional investigators had access to the Family Jewels in the 1970s, and its existence was known for years before its declassification, informing the work of the Rockefeller Commission and the Senate and House committees headed by Senator Frank Church and Representative Otis Pike.
