A real CIA document studied whether human attention can bend random physical systems
Held today in the CIA's own STARGATE collection under a real, citable FOIA document number, "Evidence for Consciousness-Related Anomalies in Random Physical Systems" is a genuine declassified CIA record, not a summary or a secondhand account of one. Authored by researchers Dean Radin and Roger Nelson and originally published in the physics journal Foundations of Physics in December 1989, the report statistically analyzes decades of experiments testing a specific, narrow question: whether focused human attention produces measurable, non-random deviations in the output of truly random physical systems. Human subjects were asked to try to mentally influence the output in a predetermined direction, toward more ones than zeros, for instance, without any physical contact with the device. Radin and Nelson's paper is a meta-analysis, a statistical review combining results across many independent experiments conducted by different research teams over several decades, rather than a single study.
This report was not an isolated academic curiosity to the agency. It sat in the same classified collection as the CIA's remote viewing program materials, treated as part of the broader institutional question of whether human consciousness could measurably influence physical systems at a distance, the same underlying question remote viewing was meant to test in a different form. Its presence in the STARGATE archive, released only in 2000, confirms the agency considered this statistical research directly relevant to its own program, not incidental.
